HQ stands for High Quality; A HQ picuter has a high resolution. Resolution, technically, means the number of pixels (picture elements) in a picture. In layman terms, the picture will contain fine details and won't simply pixelate when we zoom it digitally.

HD is an acronym for High Definition which means high frame rate (number of frames per second). While only 24 fps is sufficient for human eye to see smooth motion, there are high speed cameras boasting capable of recording 1000s of frames in one second. HD cameras are useful for recording a very fast moving object or action and later see them in slow motion. For example, the show Time Warp uses HD cameras to slow things down that are usually too fast to see with the naked eye.
